To enable menu icons in gnome-shell this command does the trick:
gsettings set org.gnome.settings-daemon.plugins.xsettings overrides "{'Gtk/ButtonImages': <1>, 'Gtk/MenuImages': <1>}"
Tested under Fedora 22 and 23.
